You are coming to Portugal with a drone. Three questions arise, and only three.
1. Am I allowed to fly?
Yes, if you follow the European framework - which is the same in Portugal as at home, as long as you come from an EU member state.
- Under 250 g, with no personal-data sensor: no training required.
- Over 250 g, or with a camera: the A1/A3 certificate at minimum.
- Close to people: subcategory A2.
⚠️ A Portuguese obligation is added, and it catches people out: third-party liability insurance is required from 900 g. That threshold is specific to the country, where the European regulation only imposes it from 20 kg. Most consumer aircraft are above it. Check your policy before leaving: insurance taken out at home may not cover a flight abroad.
2. Do I need to register?
You are already registered, if you did it at home: registration happens in your state of residence.
Worth knowing to understand local rules: Portugal triggers registration at 250 g, with a camera, or above 80 joules transferable on impact. That third criterion targets energy, not mass.
3. Where can I fly?
This is the only question whose answer changes from place to place.
ANAC publishes the Voa na Boa app, to be checked before every flight. The main restrictions cover a 5 km radius around airports, military bases and regulated maritime zones.
⚠️ Natural parks are the most frequent case, and the least known. Portugal has many, they cover a large share of the landscapes people come to film, and flying there requires ICNF approval. That approval is not obtained at the foot of the cliff.
⚠️ The map shows permanent restrictions. It contains neither NOTAMs nor temporary bans.
